Since the programme aims to help the poor, a targeting system needs to be introduced so the grant goes to the right people. One estimate reveals the size of exclusion error might be about 20%, meaning that 20 out of 100 eligible babies did not receive the grant. Similar to the inclusion errors, exclusion errors were also made during the application and approval processes. Promoting awareness among state officials involved, poverty targeting research and household status certification will improve the programme and prevent those who are not eligible from participating. For instance, state officials, community volunteers and social workers can work together to make sure every eligible baby receives the grant.
